Director of Landfill Operations
Essential Function:

Plan, coordinate, and direct the daily operations of the landfill, including the solid waste management plan, equipment, department employees, and recycling programs.

Directs and oversees landfill operations including grading, waste placement, cover operations, litter control, leachate systems, gas systems, stormwater controls, perimeter controls, ingress and egress of traffic, maintenance and repair of facilities and equipment, and other related waste disposal and management activities.

Research state and federal regulations in relation to operations. Determines impacts of new or modified regulations or state policies and develops or assists in modifying operations or facilities to comply with all regulations.

Attend technical training sessions to improve knowledge of state/federal regulations, landfill management, and communicate changes to top level management.

Enforce established safety rules and regulations.

Work with the State of Ohio Department of Health and Environment, the Solid Waste Planning Committee, the public and all other entities on solid waste codes, standards, permits, record keeping and reporting.

Develop and provide education programs on solid waste and recycling activities.

Ensure staff are properly trained so that daily operations comply with permits, solid waste codes and County policies and procedures. In addition, assigns, schedules, and oversees the work and performance of the landfill staff.

Oversee refuse being received; ensure proper handling by employees, supervise, and monitor all required testing, and obtain required disposal authorizations for special wastes as necessary.

Oversee and coordinate the work of those involved in the construction and maintenance of landfill projects.

Ensure routine landfill environmental monitoring systems (groundwater and landfill gas probes) are sampled and maintained in accordance with permit requirements.

Respond to inquiries, requests from individuals, vendors or public/private haulers using the landfill regarding landfill use or recycling.

Review and evaluate special waste and applications for compatibility with landfill. Communicate regularly with upper management about these waste profiles and testing.

Develop and interpret complex construction plans, including stormwater conveyance design, LFG collection/conveyance, system design, and cell construction and capping plans.

Thorough knowledge of cut-fill balance and soil mechanics.

Understand and apply principles of organic chemistry relative to landfill environment.
Position Requirements:
Education- Bachelor’s degree in civil/environmental engineering or a related field and four years of experience in solid waste management, two years of which in a supervisory role.
Additional Skills- Considerable technical knowledge and math skills. Considerable knowledge of federal, state, and local laws and regulations of solid waste and environmental codes. Thorough knowledge of ground water monitoring, sampling, and testing related to sanitary landfill operations. Knowledge of safety precautions required, and the hazards involved in the operation of heavy equipment. Must be able to prepare and manage department budget, capital improvement and equipment replacement plans. Good oral, written and interpersonal skills. Understand and interpret complex written materials; communicate affectively both orally and in writing; prepare written material of a complex and technical nature; establish cooperative relationships with engineers, contractors, vendors, the public and municipal business officials.
Special Requirement: Candidate must have Landfill Operator Certification (SWANA certification) or be able to obtain same within 12 months of employment.
